Prepare Mastodon for zeitwerk autoloader (#15917 )

* Prepare Mastodon for zeitwerk autoloader (Rails 6)

Add inflections and rename/move a few classes.

In particular, app/lib/exceptions.rb and app/lib/sanitize_config.rb
